[casi-analysis] US will continue to control iraqi oil revenues

I found confirmation that US will continue to control oil revenues when
sovereignty is transferred June 30. This fact seems to be missing from most
accounts of the handover.

Iraq's oil revenue is under U.S. control and will remain so until a
"representative" government is in place as stipulated by a U.N. resolution
last year. Most of the oil revenue in the 2004 budget was spent on paying
government salaries so far.
