Dear Marc:

It is true that Iraq has no direct access to the monies. 
However, the UN documents do show that Iraq has been 
extremely slow to order targeted nutrition goods through 
the programme - that is what Urban was getting at, although 
he didn't put it as clearly as he might have done.
