Clinton: Don't Target Civilians "for Larger Political Goals" (21 Mar 00)

Below former president Clinton objects to "targeting civilians...for larger political goals."

"But I think that the targeting of innocent civilians is the worst thing about modern conflicts
today. And the extent to which more and more people seem to believe it is legitimate to target
innocent civilians to reach their larger political goals, I think that's something that has to be
resisted at every turn." (President Bill Clinton, "Remarks by the President and Prime Minister
Vajpayee of India in Joint Press Statement," The White House, Office of the Press Secretary,
Hyderabad House, New Delhi, 1:03 p.m., March 21, 2000)
