On Westminster Hour, Radio 4, 18 Feb 2001 Clare Short, Secretary of State for International Development, said she was 'behind government policy' on the bombing, saying that the attacks on Friday were a 'small operation', 'not a big deal', and that there was no 'scandal or surprise' involved. 'Of course we'd like to see Saddam Hussein gone,' she said. Baghdad was 'manipulating' the sanctions regime to cause suffering to the Iraqi people. The present situation is one of 'uncomfortable containment' - the question for us all is 'can we do better?'
