The last Voices delegation was told by Tun Myat that the US/UK/UN position was that the Iraqi government should spend money first, then ask to be recompensed from a UN account, while the Iraqi position was that the cash would go directly into an Iraqi government account. Thus the deadlock, despite the tremendous positive effects the cash component could have on both the implementation of oil-for-food and the economy generally (ie family purchasing power via jobs and increases in the value of the Iraqi Dinar).
