Alternative name for 'smart' sanctions? 'still sanctions'?



We need to find a way not to get sucked into calling the 
sanctions 'smart' sanctions. Voices has been using 
'tighter' sanctions, which is useful. The best I can come 
up with is the phrase 'smart sanctions are still 
sanctions', but any suggestions welcome.
