[casi] Iraq Parliament Gives Saddam Final Say on U.N. Text

Dear list,

The news this morning claims that Iraq's parliament rejected the resolution
for Iraq to disarm. Saddam has "last word" but what if he doesn't budge?

How likely would it be to announce such news when Iraq is actually
complying?
