Hospitals have been looted, there is no equipment, there is a tragic shortage of medical supplies and staff. What about last week's call from the ICRC? People suffer in terrible agony. There is extreme urgency. But no emergency measures, appropriate to the situation, seem to have been taken. How long is this going to last? And why?
