apparently someone called the evening standard:

"We just phoned the general contact number 020 79386000 at about 3.30pm
today and asked to be put through to the picture desk evening standard:

The guy we spoke to said that what had happened is that the upper left
hand side of the picture they used had the BBC Logo on it - so they just
cut it out and filled the space up with more people!"

So they seem to have admitted they doctored it, but the doctoring is
all over the place, not just in the upper left corner.
