[ Presenting plain-text part of multi-format email ] Dear CASI list, Someone on this list posted an article about 80 Iraqi engineers who volunteered their services to Bremer to get the electricity going in Iraq only to be told no because a U.S. company was coming in to do the job. The engineers felt especially up to the task because they knew how to make do with little in making electricity repairs for the past twelve years because of sanctions. I wanted to quote the article in an article I am writing, but cannot find it. Does it ring a bell with anyone, and if so, could he or she please direct me to the article?
