I found a reference to one of those awful racists who "kind of sleazy" Rice must have been talking about when she said that those who say Iraqis aren't ready for democracy are racist. The Progressive, Sept, 2003 (page 23, column 1); ~Gunpoint Democracy in Iraq~, by Rahul Mahajan: "John Sawers, British Prime Minister Tony Blair's special envoy for Iraq, justified the plan [appointing the 25-member governing council] on the basis that Iraq's political culture was 'too weak' for democracy.
